The Philippines is the world’s largest exporter of raw nickel ore, shipping out nearly US$1 billion worth in 2024 alone. That figure reflects a global rush for minerals essential to electric vehicle batteries and clean energy infrastructure, but it also points to a less visible cost borne by the communities living closest to the mines. The method used in Surigao del Sur — open-pit strip mining — is not subtle. It involves clearing every layer of vegetation and soil to reach the nickel-bearing ore beneath. The result is a landscape that can take decades to recover, if it recovers at all. Residents in Tubajon on Dinagat Island described how the removal of mangroves and forests has made their communities more vulnerable to extreme weather. Climate change is projected to increase the frequency of heavy rainfall in the Philippines, meaning that flooding events are becoming more frequent and severe due to the combined impact of mining and a changing climate.
For fishing communities, the changes have been immediate. In Palawan, a fisherman named Masap told reporters that fish began disappearing from the bay about four years ago — shortly after the mine expanded and shipped its first 50,000 tonnes of nickel ore to China. Where a good day once brought in 40 kilograms of fish, the catch now often falls to just 7 kilograms. The mining company has stated that laterite is not toxic and is not the cause of losses for farmers or fishermen, but residents point to the visible sediment plumes and altered water quality as evidence to the contrary.
The human cost: health, intimidation, and a 15-year legal battle

Climate Rights International interviewed 57 residents and workers near nickel mines in the Caraga Region, who reported a range of harms: increased food insecurity, water pollution affecting drinking water, health problems linked to mining dust, and difficulty accessing education. Some also described a climate of fear. Multiple individuals, including a prominent anti-mining activist and a local politician, told researchers that bounties had been placed on their heads because of their opposition to mining.
That case, documented by Global Witness, began when Nick Iriberri was just five years old, making him the youngest plaintiff in a lawsuit accusing Marcventures Mining and Development Corporation of environmental destruction and human rights violations. The case was filed in Cantilan, Surigao del Sur, and by law should have been resolved within a year. Nick was 20 by the time the court finally reached its verdict — and it found in favour of the company. The report alleges that the company used political connections to sidestep regulations and evade accountability, though the company has denied wrongdoing.
The broader pattern is one of extraction without adequate oversight. By analyzing customs records, the organisation Empower documented 3,473 shipments of nickel ore from April 2020 to December 2024, involving 65 distinct exporters and 110 importers. Of those shipments, 92 percent went to China and 5.5 percent to Indonesia. According to modelling aligned with the Paris Agreement, global nickel demand is expected to increase by roughly 60 percent by 2040. One of the most striking findings from recent research is the scale of mining’s overlap with biodiversity. Analysis produced for the Guardian found more than 3,267 instances of mining within key biodiversity areas globally, accounting for nearly 5 percent of the sector’s footprint. In Palawan — known locally as “the last ecological frontier” — environmental groups estimate the island holds close to half of all the Philippines’ remaining untouched old-growth forest, 30 percent of its remaining mangroves, and up to 40 percent of its coral reefs. Yet it is also home to 11 active mining projects that were exempted from a 2025 moratorium on mining expansion.
The processing gap
Another dimension that often goes unmentioned is where the ore actually gets processed. More than 90 percent of Philippine nickel ore is shipped to China, where it is smelted into nickel pig iron or battery-grade nickel. This means the Philippines bears the environmental cost of extraction — deforestation, siltation, water pollution — while the economic benefits of processing and manufacturing accrue elsewhere. Nickel ore exports to Indonesia increased more than 4,000 percent from 2023 to 2024, as Indonesian smelters faced shortages, further highlighting how dependent the global supply chain is on raw ore from a small number of source countries.
