That figure is not just a number — it represents lost productivity, missed opportunities, and the daily grind that millions of commuters endure. The government has responded with an ambitious slate of infrastructure projects spanning rail, expressways, bridges, and active transport. But the question remains whether these efforts add up to a genuinely connected urban system or remain a collection of isolated upgrades.

The Active Transport Program has installed 228 bike racks across 40 cities, making cycling a more viable first-mile or last-mile option. For areas served by consolidated franchise routes under the PTMP, riders may experience more reliable scheduling and newer vehicles — though the transition is still underway.
For Local Governments: Lock in Route Plans
As of December 2024, 80 LGUs have issued circulars opening routes for franchise applications, and 1,170 Local Public Transport Route Plans have been submitted, with 222 approved. LGUs that have not yet submitted LPTRPs risk missing the consolidation window. The DoTr’s PTMP requires route rationalization at the local level — without an approved plan, franchise applications stall and modernization cannot proceed.
