Most discussions about the waste crisis focus on collection rates and ocean plastic, but the landfill problem is just as urgent — and far less visible. A six-month investigation by the Philippine Center for Investigative Journalism (PCIJ) found that as of June 2023, four of the 18 biggest landfills in the Philippines have already maxed out their capacity. That means they are either accepting waste beyond safe limits or are effectively closed. The Kay-anlog landfill in Calamba City, Laguna, for example, receives a thousand tons of refuse daily — enough to fill over 333 garbage trucks — from 16 towns and cities across Laguna, Cavite, and Batangas. Residents like Rechiel Antones, who manages a printing shop near the site, described going through her pregnancy in 2023 while being nauseated by the foul odour from the landfill, which sits just metres from a government resettlement site.

The danger is not just odour and nuisance. Nearly 25 years ago, the Philippines made international headlines when a landslide at the Payatas dumpsite in Quezon City killed at least 200 people. Maria Antonia Tanchuling, dean of the College of Engineering at the University of the Philippines – Diliman, warned that if a landfill exceeds its capacity and dumping continues, the height increases and could result in a “waste slide”. The Binaliw landfill in Cebu City collapsed in 2024, burying homes and killing 36 people after more than 10 days of search-and-rescue operations. That landfill was a 10-storey mound of rubbish — plastic bottles, rotting food, discarded furniture — that had been meant to keep the city’s refuse out of sight. Instead, it loomed over the community as a danger waiting to spill.

One nuance that often gets overlooked is that even when landfills are closed or issued cease-and-desist orders, the waste does not disappear. The SB Hain landfill in Calamba was served a cease-and-desist order by the DENR in July 2020 due to “numerous violations,” and again by the city mayor in November 2023. The facility complied with temporary closure, and the site was covered with soil. But sacks of garbage, plastic bottles, and sachets are still surfacing from the ground. The waste is simply buried, not processed. This pattern — close a landfill, open another one elsewhere — has repeated for decades. The PCIJ investigation found that 23 new facilities were set up from 2021 to 2022, and 38 others are being constructed.
