Metro Manila generates an estimated 11,000 tons of waste daily, yet only 30 to 40 percent of that is collected. That gap leaves roughly 1.8 million tons of garbage uncollected every year across the capital region alone — waste that doesn’t disappear but instead clogs drainage canals, accumulates in vacant lots, and flows into rivers and the sea. The numbers frame a problem that is as much about infrastructure and enforcement as it is about daily habits.
The Philippines produces 18.05 million tons of solid waste annually, and that figure is projected to climb past 23 million tons in 2025 and approach 24.5 million tons by 2040. About half of all garbage is biodegradable — kitchen scraps, yard trimmings, food waste — while plastics account for up to 24 percent, much of it from single-use sachets and packaging. The country consumes an estimated 163 million sachets daily, a packaging format deeply embedded in how everyday goods are sold and consumed. Why Collection Falls Short

Caloocan City Representative Edgar Erice posed the problem bluntly during a House committee briefing: if a family lives in a 10-square-meter house and no garbage truck passes for a week, where does the trash go? The answer, visible in many urban poor communities, is into the nearest canal or estero.
Nationwide, the number of sanitary landfills rose 14.7 percent to 343 in 2024, and material recovery facilities reached 12,855 — an 8.7 percent increase. But those gains are outpaced by rising waste volumes. The Commission on Audit has flagged insufficient landfill capacity and urged faster facility construction. Meanwhile, illegal dumpsites surged to 79 in 2024 from 43 the previous year, a sign that enforcement is not keeping up with demand for disposal.
How Waste Becomes a Flood Problem
Uncollected garbage does not stay put. When rain falls — and the Philippines gets an annual average of 2,610 millimeters of rainfall — trash clogs drainage systems, turning manageable downpours into catastrophic floods. Flash floods were the most frequent natural hazard incident recorded in 2024, accounting for 53 of 225 small-scale events tracked by the Office of Civil Defense.
Lawmakers have connected the waste crisis directly to Metro Manila’s flooding. During a House Committee on Public Accounts briefing, representatives argued that the country’s waste management system is among the worst in the world and that it worsens flooding by blocking waterways. The Department of Public Works and Highways suspended dredging operations for roughly a decade, a delay that some legislators attribute to corruption in flood control projects. Marikina Representative Romero Quimbo pointed to his own city as a counterexample: Marikina minimized flooding by clearing riverbanks, expanding river capacity, building flood walls and interceptor channels, and constructing water impounding structures. The Upper Wawa Dam, which holds up to 20 million cubic meters of rainwater, also plays a role.
The link between waste and flooding is not just about blocked drains. When garbage decomposes in waterways, it releases leachate — a toxic liquid that contaminates groundwater and surface water. Open dumpsites and trash burning release gases that degrade air quality. The same waste that clogs canals also travels downstream, making the Philippines the largest contributor to ocean plastic pollution, damaging marine ecosystems and the livelihoods of coastal communities.
What the Law Says — and Where It Stalls
Republic Act No. 9003, the Ecological Solid Waste Management Act of 2000, was passed in the wake of the Payatas dump disaster. It mandates waste segregation at source, the establishment of Materials Recovery Facilities in every barangay, and the closure of open dumpsites in favor of sanitary landfills. The law set a waste diversion target of at least 25 percent within five years of adoption, later raised to 50 percent by a National Solid Waste Management Commission resolution.
More than two decades later, implementation remains uneven. Only 4 out of 10 barangays nationwide have access to an MRF. Data completeness is a problem: only five of 16 regions submitted data that passed quality thresholds, and none met their 10-year solid waste management plan targets. The Philippine Alliance for Recycling and Materials Sustainability (PARMS) has called for increased collection, recovery, and disposal infrastructure, alongside improved consumption patterns. NSWMC vice chairperson Crispian Lao has emphasized that better infrastructure, education, and enforcement are all needed simultaneously.
One case illustrates the tension between regulation and reality. SB Hain Enterprises and General Services Inc. operates a 6.6-hectare sanitary landfill in Southville 6, Calamba City, Laguna, located near a residential area at distances residents say violate buffer rules. The landfill started as a Category 1 facility in July 2018 and became a Category 4 facility a year later. It receives about 1,000 tons of refuse daily — equivalent to over 333 Metro Manila garbage trucks — from 16 towns and cities across Laguna, Cavite, and Batangas. The facility is permitted, but its proximity to homes shows how even compliant infrastructure can generate local conflict.
What Can Be Done
Strengthen Local Enforcement and Collection
The most immediate lever is at the local government level. Mayors are responsible for ensuring garbage removal in their jurisdictions, but many lack the trucks, routes, or budget to do it effectively. Breaking the monopoly of contractors who control both collection and disposal — as some lawmakers have urged the Metropolitan Manila Development Authority to do — could open bidding for waste-to-energy plants and engineered landfills. Dredging all waterways and dismantling structures built over natural waterways are also on the table, though these require political will and sustained funding.
Build Infrastructure That Matches Volume
Even if every barangay had an MRF, the country would still need more sanitary landfills and alternative disposal methods. The 343 sanitary landfills operating in 2024 are a significant increase from 299 the year before, but they are not evenly distributed, and many are approaching capacity. Waste-to-energy facilities remain rare in the Philippines, and the upfront cost is high. The government’s climate change expenditures in 2024 totaled P457.41 billion, with 81.6 percent allocated to water sufficiency — a category that includes flood control and drainage — but only 3.4 percent went to mitigation projects like waste management.
Shift Individual and Corporate Behavior
Source segregation is the foundation of the entire system. When households mix biodegradable waste with plastics and recyclables, the resulting contamination makes it difficult or impossible to process anything. The law requires segregation, but many households rely on collectors to sort waste, which defeats the purpose. On the corporate side, the Extended Producer Responsibility (EPR) Act holds companies accountable for the plastic packaging they put into the market. The private sector can also drive innovation in recycling and create markets for recycled materials, turning waste into a resource rather than a disposal problem.
