But the Calamba case, investigated over six months by the Philippine Center for Investigative Journalism, exposes what happens across the country when household sorting mistakes meet weak enforcement. The site began as a Category 1 landfill in July 2018 and was upgraded to Category 4 just a year later — a classification meant for highly urbanized cities or clusters of local governments with high residual waste volumes. That rapid expansion signals that the waste stream itself grew faster than any sorting program could handle.

Two separate cease and desist orders — one from the DENR in July 2020, another from the city mayor in November 2023 — temporarily halted operations. But temporary closure doesn’t undo accumulated harm. Soil was placed over the site, but exposed waste remains. The operator’s compliance history, the gap between the two orders, and the waste that continued arriving in the interim illustrate how regulatory action alone can’t fix a system where sorting never happened upstream.

Without a functional sorting system at the household and barangay level, even well-designed landfills become long-term liabilities.
